Request for Proposal - 2021 Pavement Condition Assessment (Feb. 2021)


The City of Sammamish is conducting a pavement condition assessment of all 213 centerline miles of roadway in the City.  A full condition assessment of our roadway network has not happened since 2016.  This information will be integrated into the City's Geographic Information System (GIS) and used by the Army Corps of Engineers software, PAVER.

The pavement condition assessment results will inform the City's prioritization of its annual Pavement Management Program and a development of a 6-year preservation plan.

Proposals due to Sammamish City Hall by 4:00 PM PST on Tuesday, February 23, 2021.


The goals of this project are to collect condition assessment and rating of all publicly owned streets and develop a 6-year pavement preservation/maintenance plan that will result in the greatest return on investment within the given short-term and long-term budget parameters.  Additionally, the selected consultant will upload the new distress and PCI data into the City's current PAVER system and review the City's current PAVER conditions and assumptions to recommend any modifications to maximize its usability.



On page 7, under Submittal Instructions and Requirements, the RFP states that "legal name certification/documentation will not count toward the ten page limit."  No legal name certification/documentation is needed as part of the submitted proposal package.  Paragraph is revised to state:

"Please limit proposals to five (5) sheets of two-sided, 8 ½” x 11” pages (10 pages total) in length. Pages may be printed double sided.  The cover letter, resumes, and QA/QC Plan will not count toward the ten page limit."

Proposals must be submitted by mail or hand delivered.  Due to COVID-19, please coordinate with staff if you plan to hand deliver proposals because City Hall is closed to the public.
